A broad coalition of Iowa's top healthcare organizations and rural healthcare advocates delivered a letter to Governor Kim Reynolds thanking her for her commitment to rural healthcare and urging her to sign Senate File 383 (SF 383) into law. This legislation aims to reform Pharmacy Benefit Manager (PBM) practices to improve patient freedoms, safeguard access to affordable medications, and protect community pharmacies.
“SF 383 takes on PBM practices that drive up costs and limit patient choice. This bill supports our hospitals, pharmacies, and communities in delivering high-quality, affordable care.” said Kate Gainer, Executive Vice President & CEO of the Iowa Pharmacy Association. “It is this imperative that has brought many of Iowa's top healthcare organizations and rural community advocates together to support the signing of SF 383 into law. Iowa patients can't afford to wait any longer.”
The following organizations signed onto the letter delivered to Governor Reynolds:
- Iowa Association of Rural Health Clinics
- Iowa Pharmacy Association
- Bleeding Disorders of the Heartland
- Alliance for Patient Access
- Iowa Primary Care Association
- Center for Rural Affairs
- Coalition of State Rheumatology Organizations
- Iowa Biotechnology Association
- Infusion Access Foundation
- National Infusion Center Association
- National Association of Social Workers, Iowa Chapter
- National Alliance on Mental Illness – Iowa
- Iowa Mental Health Advocacy
- Iowa Continuity of Care Coalition
“Current PBM practices and copay accumulators force families across Iowa to choose between groceries or life-saving medications,” said Brooke Loving, Executive Director of Bleeding Disorders of the Heartland. “SF 383 will work to lower out-of-pocket prescription costs and ensure access to prescription medicines and pharmacy services. Too many Iowans face heartbreaking choices every day—deciding whether to pay for their child's medicine or put food on the table. No family should ever be forced into that kind of decision. Yet, it's a sad and unacceptable reality for countless families across our state. It's time to put people first.”
Passed with strong bipartisan support, SF 383 aims to restore fairness to a healthcare system strained by PBMs' market dominance. The coalition's letter emphasizes that reforming PBM practices will lower costs for patients, protect community pharmacies, and enhance healthcare access across Iowa. The coalition respectfully calls on Governor Reynolds to sign SF 383 into law, reinforcing Iowa's commitment to patient-centered healthcare and rural healthcare access.
