Iowa Pharmacy Association Applauds Governor Kim Reynolds for Signing PBM Reform into Law, Protecting Iowa Pharmacies and the Patients They Serve

IPA commends Governor Kim Reynolds for signing Senate File 383 (SF 383) into law, a landmark piece of legislation that delivers long-overdue reform to the practices of Pharmacy Benefit Managers (PBMs) in Iowa.


The Iowa Pharmacy Association (IPA) commends Governor Kim Reynolds for signing Senate File 383 (SF 383) into law, a landmark piece of legislation that delivers long-overdue reform to the practices of Pharmacy Benefit Managers (PBMs) in Iowa.

This new law marks a major victory for Iowa patients, independent and community pharmacies, and healthcare providers across the state. SF 383 introduces comprehensive oversight of PBMs, ensuring greater transparency, accountability, and fairness in a system that has long operated without adequate regulation.

“Governor Reynolds' leadership and the Iowa Legislature's bipartisan support of SF 383 sends a powerful message that the health of Iowa communities comes first,” said Kate Gainer, CEO of the Iowa Pharmacy Association. “For too long, PBMs have put profits over patients, contributing to the closure of more than 200 pharmacies in Iowa since 2014. This law gives us the tools to level the playing field and protect access to care, especially in rural areas.”

SF 383 aligns Iowa with a growing number of states enacting meaningful PBM reform. Although opponents to SF 383 raised concerns that this bill would increase health insurance premiums, in states with similar reforms enacted, those concerns have not proven true.

The Iowa Pharmacy Association thanks the legislators who championed this reform and extends a special thank you to the floor managers of the legislation—Senator Mike Klimesh and Representative Brett Barker as well as Representative Shannon Lundgren—who championed these reforms in prior years to help pave the way for passage.

IPA remains committed to working with all stakeholders to ensure SF 383 is implemented effectively and efficiently.
